Research from the Countryside Agency, the leading body on rural recreation, has revealed that a quarter of England's 120,000 miles of rights of way aren't easy to use. Walkers, who use rights of way, can expect to come across a serious problem every 1.25 miles. The Rights of Way Condition Survey 2000 measures the quality of rights of way against long established targets for local councils to meet.
