Government proposals to abolish the country tier by scrapping structure and unitary development plans have come under attack from senior planning and transportation directors. The idea is to give regional bodies sole responsibility for strategic planning. However the CSS and council network feel that Steven Byers' aims of making planning more streamlined and locally based would be strengthened by giving counties a spatial planning role.
