The Rights of Way Condition Survey 2000 has raised the question of who will be responsible for maintaining land designated as open access under the Countryside Rights of Way (CROW) Act. The Countryside Land and Business Association has warned that councils will not have the resources to maintain such vast areas of land and has called for extra funding.
