The Welsh Assembly has launched a green paper to reform the Welsh planning system and improve delivery of regeneration. It follows many of the themes in the UK government's planning green paper, but includes tougher measures such as the requirement that authorities record the speed and outcome of all planning decisions in an annual report and review local development plans every five years.
