Two years in the making, the European Commission finally adopted a proposal for a legal framework for environmental liability on 23 January 2002. The Directive aims both to prevent and restore environmental damage under the ♯polluter paysα principle. Water pollution, damage to biodiversity and land contamination which causes serious harm to human health all come under the scope of the Directive. RICS is preparing a response.
