Livingstone delays Energy Strategy

Mayor Ken Livingstone has decided to delay publication of his draft Energy Strategy for Assemby scrutiny. This provoked condemnation from London Assembly Environment Chair, Samantha Heath. If the strategy is finalised late in 2003 the Mayor will not have enough time to deliver it before the next GLA elections.
