Assesses the progress of government overhaul of the rating appeal process, proposed in 1999. It involved a system of forward programming, a more structured approach to appeals and greater openness. The former appeal system was slow, over-complicated and inefficient, but new proposals set out to speed up the process by prioritising appeals by grouping them by property type and locality. It also aims to inform ratepayers in advance when it will consider an appeal. Target dates have also been introduced to speed up decisions.
