"R (on the application of Hammerson UK Properties plc) v SOS Transport", QBD 11 February 2002, where the claimant (H) challenged the SOS's decision to refuse an extension to Brent Cross shopping centre on the grounds that it did not comply with PPG6. H claimed that SOS had not taken into account RPG3 which supported Brent Cross as a regional shopping centre and meant that the site should be treated as a preferred area for development. H's claim for a judicial review was dismissed.
