The Commonhold and Leasehold Reform Bill passed its Second Reading in the House of Commons on 8 January 2002. The Bill introduces a new form of tenure called commonhold that could become a popular alternative to the leasehold system for blocks of flats. It also simplifies the process of leasehold enfranchisement.
