A study for the Greater London Authority and House Builders Federation has found that under-resourcing and under-staffing in council departments are slowing the delivery of new housing. The "Future housing provision: speeding up delivery" report revealed that roughly a quarter of housing schemes took more than six months to process. Included in the range of recommendations is that affordable housing targets be expressed as absolute numbers rather than percentage targets.
