In this article, the author examines the proposals contained in the consultation paper on non-domestic rates from a rating practitioner`s point of view. Considers the proposed changes to the limitation of rates payable pending appeal, refund of overpaid rates, rating of empty commercial property, remission of rates on grounds of poverty/hardship, revaluation , the role of local authorities , third party involvement, the rights of an individual ratepayer during the life of the valuation list, valuation officers` proposals and alterations to the valuation list following a proposal.
