Two part article on planning obligations. Part One looks at the existing legal position in the light of the proposed changes outlined in the DETR's consultation paper "Reforming planning obligations: delivering a fundamental change". Part Two considers the key proposals for change including affordable housing contributions to be paid by commercial and residential developers, introducing locally-set tariffs and making negotiaiton planning obligations to be the exception rather than the norm.
