Review of the decline of the Quality Mark, which has not been regarded as a success. Looks at the reasons why it has failed as an 'anti-cowboy' initiative. QM review group found that there are two main reasons for its failure. Firstly, the time-lag between the beginning of the pilots and the emergence of the positive business benefits, and secondly the perception among firms that there is little to gain in adopting a scheme which is in the pilot stage, which could be dropped. Recommends that a single registration scheme is essential, if confusion and apathy is to be avoided in this field.
