The Constructors Liaison Group (CLG) claims that most government departments are failing to meet best practice targets set by the Treasury's "Achieving Excellence" initiative. "Achieving Excellence" was launched in 1999 with the aim of transforming central government into a better construction client through methods such as partnering and teamwork. Government departments have until the end of March 2002 to achieve full implementation.
