Aim of the paper is to evaluate current decision making in rural localities such as village appraisals and village design statements, against the criteria of subsidiarity, integration and effectiveness, to measure whether they can be developed further to help local communities. Finally the paper considers the attributes that would need to inform a new community-based instrument for community-based decision making in rural areas.
