Examines the Budd report and subsequent white paper on deregulating the casino industry and considers its implications for the property industry. Outlines the current law governing casinos, the Gaming Act 1968, and explains how the white paper proposals will make licensing the responsibility of local authorities, legalise online gambling by operators and signficantly affect total gaming profits. Suggests that the new proposals may revive Blackpool's flagging tourist industry, but will pose challenges for casino operators, local authorities and other players in the property industry.
