A draft copy of a building performance study into the World Trade Center disaster by the American Society of Engineers and the Federal Emergency Management Agency concludes that there were no reasonable precautions which could have been taken that would have prevented the towers from collapsing. The Federation Emergency Management Agency and the National Institute of Standards and Technology issued a statement that the two entities have entered into an agreement in order to "support the federal government's capabilities ot reduce national disaster losses and enhance homeland security".
