Experts warn water utilities and local authorities are flouting government guidance by refusing to implement drainage stategies that reduce flood risk. PPG 25 assumes that sustainable urban drainage solutions will be used on new developments but developers are often simply installing piped sewers on new housing estates when landscaped flood control methods would be better.
