Discusses the need to improve the condition of houses in multiple occupation (HMOs) and introduce HMO licensing. Outlines the issues which have prompted action to improve HMOs such as fuel poverty, gas and fossil fuel safety, and fire safety. Looks at the proposed reforms in the Home Conservation Energy Bill, which is due to go to its report stage on 10 May. Describes how local authorities in Scotland are required to operate compulsory licensing schemes and compares this situation with England and Wales. Concludes that acknowledging the concerns of landlords and managing agents should be taken into account if a licensing scheme is introduced. References.
