Investigates why the introduction of concept of best value two years ago, which was meant to revolutionise local government procurement, seems to have changed little. Councils were to get best deal for them in long run, instead of tendering on cost alone. Argues that more guidance and budgetary incentives from central government would encourage the installation of best value.
