Encourages the use of the Tenancy Deposit scheme to protect tenants against unscrupulous landlords. Landlords can choose for deposits to be held in specific building society accounts or by themselves subject to insurance arrangements which will ensure deposit is safely returned to a tenant if retention is not justified. Any dispute can be adjudicated by Housing Ombudsman.
