Analyses recent publication of Law Commission's first consultation paper on housing tenure. Key recommendations are creation of simpler, more flexible framework; two types of tenancy agreement, one long-term, one short-term; written, detailed tenancy agreements; number of widely available model agreements; more consumer-based approach to housing law; social landlords to have no mandatory powers of possession (under long-term tenancy agreements) and duties on both tenants and landlords over anti-social behaviour. Second consultation paper due summer 2002, and final report due summer 2003, to include draft parliamentary bill.
