Draft regulations under the Countryside and Rights of Way Act 2000 s68 have been laid before parliament to clarify procedures for people wishing to obtain a legal right of vehicular access to their premises. The regulations aim to strike a balance between landowners and the owners of premises served by vehicular access, with landowners receiving compensation in return for permanent rights. http://www.defra.gov.uk/news/2002/020516b.htm
