Government policy aims to minimise the differences in rents between similar properties in the same localities but with different landlords, as well as those between similar properties in different locations. Gives an overview of rent and affordability policies among associations prior to restructuring and then sets out practical approaches to measure the affordability of rents which will assist in conforming to government's restructuring.
