Urgent attention needed for Scotland's flats

Scottish Executive's Review of Private Sector Housing is welcomed by Scottish Chartered Surveyors. They argue that problems of management of flatted properties which are most often in disrepair can be best solved by the introduction of management schemes. RICS Scotland also argues that it would be helpful to review the grant system to include compusory conditions about ongoing maintenance.
