PPG 6 rules which enshrine government's 'town centres first' policy are being investigated by the treasury who are keen to prevent any barriers to economic growth. This move may cause conflict with the Deputy Prime Minister who had tightened the rules on PPG6 when he was last in charge of planning. The Treasury has asked the British Retail Consortium to carry out research on the main factors affecting the sector's productivity and investment.
