A new EU directive the "Energy performance of buildings" to promote energy efficiency will mean that every building in the EU will have to be tested for its energy efficiency when it is built, sold or rented out. Contractors will view the directive as good news because substandard buildings will have to be brought up to scratch. But developers may see it as bad news, as buildings that fail to make the grade may have to be demolished.
