A report by Colliers CRE has found that proposals for out-of-town shopping centres are dropping as retailers struggle to get planning consent. "The Midsummer Retail Report 2002" suggests that PPG6 has succeeded in encouraging development in town centres, but argues that proposed planning reforms will hinder major retail schemes.
