Compares the two planning papers, the DTLR green paper, Planning Delivering a Fundamental Change and the Wales consultation paper, 'Planning: Delivering for Wales, delivered on behalf of the Welsh Assembly Government. Argues that while they have many things in common, they differ in some obvious aspects such as their opinions of the planning system. In England the DTLR proposes a new form of plan to be known as a 'local development framework' or LDF. In Wales the LDF's are given as an option but the preferred option is a new 'local development plan' or LDP.
