New local access forums are to be set up to help people enjoy their new right to walk on England's open countryside and registered common land. New regulations under the Countryside and Rights of Way Act 2000 coming into force on 7 August 2002 give local highway and National Park authorities in England 12 months to establish these forums. http://www.defra.gov.uk/news/2002/020717a.htm
