New powers for local authorities to help homeowners with houses in poor repair through financial assistance have come into force. The previous prescriptive rules governing the way councils could offer house renovation grants are replaced with a general financial power to assist through grants, loans or equity release policies. Councils will have greater discretion to design their own strategies for private sector renewal.
