The second part of a two part article on travellers discusses the position of the landowner and proposals to reform the unsatisfactory state of the law. Outlines measures available to landlords to deal with travellers including The Criminal Justice and Public Order Act 1994 and civil court action. The 1994 Act gave police powers to remove travellers from sites although in practice police often refuse to act, "R (on the application of Fuller) v Chief Constable of Dorset" (2001) being a rare exception. Civil court action is equally unsatisfactory with landowners having to bear substantial costs. Article looks at two reform proposals to improve the situation for landowners and travellers: the Trespassers on Land (Liability for Damage and Eviction) Bill which is before parliament; and the draft Traveller Law Reform Bill prepared by the Traveller Law Research Unit at Cardiff Law School.
