Examines the limited jurisdiction of leasehold valuation tribunals (LVT) in service charge disputes. "Wandsworth LBC v Manuel" (unreported 2001) revealed that the LVT has limited powers to consider the reasonableness of unpaid service charges and that it is not desirable for proceedings to be fragmented between court and tribunal.
