Discusses England's largest regeneration project at Elephant & Castle. It has been running for three years, spent £33m of public and private money but is not successful. Examines the history of the project to find out what has gone wrong. In 2000 the council chose a package put forward by Southwark Land Regeneration . The council terminated the agreement with the SLR in April this year amid accusations of malpractice. Further problems have occurred with a dispute between Elephant Links Partnership Board and the forum it had set up to ensure that the views of residents were taken into account.
