Europe needs a continent-wide flood prevention authority to plan and coordinate member states' measures to stop a repetition of August's disastrous inundation, according to RICS. RICS wants to see a central body with overall responsibility to advise individual countries of the consequences of planning, development and flood control measures which could affect the flow of water and potential for flooding along the entire length of a river system.
