Considers whether the Use Classes Order 1987( UCO) which distinguished leisure use from retail use should be updated to take on board post 1987 changes in the use of land for leisure. Reviews arguments that changes to the UCO should increase the amount of prescription in permitted uses and conversely that a more market-driven approach is appropriate.
