The Foreign Policy Centre (FPC) has suggested that direct subsidies should be replaced by bonds as part of a reform of the Common Agricultural Policy. The report, "How to reform the Common Agricultural Policy" by the FPC has called for all current direct subsidies to farmers in the EU to be converted into a cash bond. This could be sold on the capital markets and it would diminish in value over time, beginning the move away from direct payments.
