Examines the problem of a lack of new affordable housing being produced by the planning system, particularly in southern England. Argues that planning gain has a vital role in providing affordable housing. Explains that insufficient sites for private development are coming forward and this is exacerbated by the fact that regional planning guidance make inadequate provision for overall housing requirements. Larger development contributions are also needed towards the funding of schemes which aim to increase the number of affordable housing available.
