Examines the system of levying business rates in the context of new rating assessments for 1.7 million commercial premises in England and Wales which is coming into force in 2005 based on rental values as at April 2003. There is a consequent backlog of hundreds of thousands of appeals clogging up the system and the Valuation Office Agency wish for the process to become more efficient and lead to a reduction in the number of appeals lodged.
