Government publishes draft laws to prevent stamp duty avoidance and proposes a thorough overhaul of the whole system. In the plans the tax will no longer be a document based tax but will capture all property related transfers. Some proposals such as restrictions on the use of special purpose vehicles and reliefs for intergroup transactions will be delayed until next year.
