Reports on amendment 15 the final amendment to the fourth edition of the "Red Book" before the fifth edition is published in early 2003. Changes made under amendment 15 will be carried through into the fifth edition. Four key issues in the changes are; clear guidance on conflict of interest, simplification of valuation bases (Estimated Realisation Price and Restricted Realisation Price have been abolished), greater emphasis on special assumptions between valuer and client, and specific guidance on the content of reports.
