ODPM has announced new restrictions on the right-to-buy for council house tenants in property hotspots in parts of London and the southeast, aimed to cool the over-heated housing market. From March 2003, when the measures are due to be laid before parliament, the maximum discount available will be £16 000, reduced from £38 000.
