Waste and Emissions Trading Bill - 2003 - Wastes Management January 2003, 52-54(2) .

Provides an update on the Waste and Emissions Trading Bill and considers its impact on the waste industry. The Bill was published in response to the Landfill Directive Art 5 which requires member states to reduce the amount of biodegradable municipal waste (BMW) going to landfill. The Bill sets out a statutory basis for a system of tradeable landfill 'allowances', with waste disposal authorities sharing out the authorised quantity of BMW disposal to landfill. If an authority landfills less than its allocation, it has the option to 'bank' or transfer its unused allowances to another authority; if it landfills more it could buy the relevant amount of allowances.
