A separate use class for the country's 100 000 second homes and better guidance on the use of occupancy conditions are recommended by a new study "Second homes in rural areas" commissioned by the Countryside Agency. Second homes are just one of the factors causing housing problems in rural areas and restricting occupancy to local people is not the solution.
