Reviews the planning activities of the Scottish Development Department over a 30-year period, and highlights major patterns of change. Suggests that the Town and Country Planning (Scotland) Act 1969 and the announcement of the Montrose oil field were two key influences on the planning work of the department. Continues by expanding on these and other major issues affecting the work of professional planners during this period: the 'new' development plan system, the response to the pressures for on-shore, oil-related development, the creation and growing influence of the Inquiry Reporters Unit, and the emergence and growing significance of the National Planning Policy Guidelines (NPPG) and Planning Advice Notes (PAN).
