Examines the barriers to achieving brownfield development targets, in particular the complexities and cost of remediating contaminated land. Argues that government should provide greater financial incentives to encourage developers to build on brownfield land and that regulations governing the treatment of contamination should be streamlined. Discusses the problems with Mobile Plant Licenses and other required permissions and illustrates how the Landfill Directive will significantly increase the cost of disposal to landfill, the main alternative to on-site treatment. Provides details of non-traditional methods of contaminated land remediation such as soil washing and the use of bacteria.
