Highlights the role of the Environment Agency in the planning system and looks at the Agency's review of its planning consultation procedures. The Planning and Compulsory Purchase Bill places a duty on statutory consultees to respond to consultations within 21 days, and a review of the General Development Procedure Order 1995 (GDPO) is also expected. The Environment Agency is streamlining its procedures to cope with the 21 day response and advocates that the GDPO is revised to ensure that the agency is a statutory consultee for all development that poses a high environmental risk. In addition, the Environment Agency plans to use standing advice to respond to applications with low environmental risk. Expands on the use, scope and benefits of standing advice and concludes that standing advice should be clear, concise and non-technical.
