Criticises the new ODPM fit for purpose assessment under the Housing Investment Programme (HIP) which has judged that only one in 10 English housing authorities has drawn up a housing business plan or strategy deemed fit for purpose, a figure which ignores the full operational context in which housing authorities work. The fit for purpose assessment impacts on a council's HIP rating which is linked to funding and on its comprehensive performance assessment (CPA) scoring. The exercise was more burdensome for smaller authorities and the 2002 submission was marred by the late issue of guidance and the short time available to produce the submission.
