Figures from the ODPM revealed that right-to-buy sales in London had fallen by 10% while the other eight regions showed increases with the southeast of England recording the lowest. The drop leaves opinion divided over plans to cut right-to-buy discounts and comes as changes to the right-to-buy discount system were due to be laid before parliament.
