Many of the regeneration partnerships and agencies in the UK have underspent their funds and are coming under pressure from government to spend. This confirms "Regeneration and Renewal" research from last year highlighting 30% of Regional Development Agencies' (RDAs) budgets had been spent by the first two quarters of 2002-03. Hull is given as an example where spending on housing is badly needed and being delayed.
